The Home Stretch Workshops will cover several topics including:  Is home ownership the right choice, Understanding the buying process, Credit, The closing process, and much more.  This workshop is funded by Minnesota Housing  and our instructor is certified by the Home Ownership Center and Neighborworks of America.

Family Homeless Prevention and Assistance Program (FHPAP)

FHPAP is a program designed to provide direct service assistance and intensive case management/supportive counseling to prevent homelessness and/or to decrease the number of days a family or individual is homeless.  Funds are also available for mortgage assistance.

This program is administered through a collaborative between Bi-CAP, Ours to Serve House of Hospitality, Evergreen Services, and Red Lake Homeless Shelter. The program provides direct service assistance and intensive case management to prevent homelessness and assist families in maintaining housing.

Funds are available to do what is needed to preserve a family’s housing. FHPAP is funded by MHFA.

Transitional Housing

With 18 years experience, Bi-CAP currently manages 16 scattered site transitional housing units. This housing is interim shelter between homelessness and permanent housing. Tenancy is 6 months to 24 months and homeless families with children are eligible for Bi-CAP transitional housing. A Bi-CAP self-sufficiency counselor provides case management. Using home visits, the counselor and family work to develop a permanent housing plan.

Funding for the houses and for support services is secured through the Minnesota Department of Human Services.

Rental Assistance Program (RAP)

The Rental Assistance Program is available in Beltrami County and Cass County. The project is funded by MHFA. Bi-CAP has capacity to serve 30 households with this rental subsidy program. It is a temporary subsidy available to households with children. The subsidy is $300.00 maximum per month depending on the households' income vs. rent burden, an income eligible program.

Federal Emergency Management Agency (FEMA)

The Emergency Food and Shelter Program funded by FEMA provides Bi-CAP funding primarily for first month’s rent and eviction prevention. However funds can also be used for mortgage foreclosure prevention and utility assistance. FEMA is a resource of last resort.  A local board for each county, consisting of representatives from various organizations, determines how funds will be distributed. FEMA funds are allocated as follows:
*Cass County-- Walker, Cass Lake, Remer, Pillanger, Longville and Pine River Food Shelves and Bi-CAP for emergency shelter and Family Safety Network for Food and Shelter.
*Beltrami County-- Bemidji Soup Kitchen, Northwood’s Coalition for Battered Women, House of Hospitality, Bemidji, Northome, Red Lake Shelter, Evergreen Services, Churches United, Peoples' Church, and Bi-CAP for emergency shelter.

DHS-LTH Supportive Services

This project provides assistance to long-term homeless (LTH) individuals and families.  To meet the LTH definition means a year of homelessness or 4 episodes of homelessness in 3 years.  Homelessness is not having a permanent residence of your own.  This project is unique in that it is a collaboration within six counties, 4 Community Action Agencies, and 3 Indian Reservations.  Available in both Beltrami and Cass Counties and is funded by the MN Dept of Human Services.

FPAP

Foreclosure Prevention Assistance Program is available in both counties.  A certified Prevention Counselor will provide guidance in best avoiding foreclosure.  A deferred loan might be available.  Funded by MN Housing.

NFMC

This National Foreclosure Mitigation Counseling is available in both counties.  Counselors will help you approach your mortgage holder to develop a loan mitigation plan.  Funded by MN Housing.

LTH Vouchers

Rental vouchers available to eligible long term homeless families and individuals in both counties.  These subsidies are based on income.  Units must pass inspection and be within county FMR's.  Funded by MN Housing.

HUD PSH

Permanent Supportive Housing available in Beltrami County only.  Homeless families or individuals must come from the streets and have a documented mental disability.  Funded by the US Department of Housing and Urban Development.  Tenant pays approximately 30% of their income towards housing.

HUD THP

Department of Housing and Urban Development has funded this program in Cass County.  Families or individuals must come from the street.  Client finds housing that passes inspection.  Can be on program for up to 24 months.  Case management provided.  Tenant pays approximately 30% of their income towards housing.
